With the government’s recent focus on rooting out waste, fraud, and abuse, and reforming the procurement system, the specter of the False Claims Act (FCA) looms large. Join Gentry Locke attorneys Michael Gulland and Paul Hawkins for a practical, business‑focused overview of the FCA and today’s enforcement landscape. Michael and Paul will provide an overview of the FCA’s history, statutory structure, processes, whistleblower provisions, damages regime, as well as review recent, relevant examples of the FCA in action. Attendees will also gain actionable guidance on building effective ethics and compliance programs, navigating the FAR mandatory disclosure rule, and responding strategically to government audits, investigations, and whistleblower allegations. Designed for contractors and compliance leaders, this lunch and learn webinar will focus on real‑world strategies to mitigate risk, protect the organization, and respond decisively when issues arise.

Michael Gulland is a Partner in Gentry Locke’s Government and Regulatory Affairs and White Collar Defense, Investigations & Compliance practice groups. He advises corporations, executives, and professionals on government investigations, regulatory enforcement actions, internal compliance reviews, and risk management strategies. Michael brings a diverse combination of private and public sector legal and investigator practice. Prior to joining Gentry Locke, he spent nearly 14 years with the Federal Bureau of Investigation (FBI), most recently serving as Chief Legal Counsel and Supervisory Special Agent for the FBI’s Norfolk Division, and prior to that practiced complex civil litigation at premier law firms in both Chicago and Washington, D.C.

Paul Hawkins is a Partner in Gentry Locke’s General Commercial group specializing in representing clients in the government services and technology, aerospace/defense, and construction industries. Paul’s practice focuses on providing a wide array of services to government contractors, which has included advising clients on day-to-day compliance and ethics matters, designing ethics and compliance policies, and providing C-suite and management level training on this subject. Prior to pursuing a career in law, Paul served on active duty as a U.S. Navy Surface Warfare Officer and continues to serve in the Navy Reserve.
